Most likely this. They're most likely going to create their own private network of nodes and it'll most likely touch the public graph very little, if any at all. I don't think that's necessarily a bad thing, but not necessarily a good thing either. Probably more a testament to how useful the LN can be.
Just like they used to say; there’s nothing that any crypto can do that Bitcoin Lightning can’t do.
