Can't we do nostr over Bluetooth?

Not as is. We can modify the transport mechanism a little and use the same keys and event structure. It wouldn't be to relays obviously unless you're connected to a relay with Bluetooth.

Yes but you can prove that a person is a nostr identity In a nostr message, though it might not be as useful cause you're literally standing next to them 😂
But then why even bother with messaging?
Tbh Bluetooth mesh networks are a proof of concept, and not very useful, there may still be useful in cases like finding someone in a concert or something, mobile networks don't usually work in cases like these.
But we can just use this same tech and build a hopping mesh network on wifi hotspots, most phones have it, good range good bandwidth and multiple hops can mean a much much greater distance.
Yes, I mean it does seem like we have better options than Bluetooth, but this is something interesting too.
You see, if I can get players to meshnetwork, then they wouldn't need internet to play a PvP game.

This is possible, we used to do it in college with cs1.6 😂 lan parties on wifi hotspot. Not a real mesh network, but a pvp played locally without an internet connection
Yeah the WiFi LAN is great, but that's sending a lot more data.
Think Africa, where there's no internet, no hard line, foliage and trees affect connection etc.
Plus no one has any money so Bluetooth may be such a viable technology that we're not even fully utilising because we have other tech
