Yeah, if one was to buy this and didn't live in France what is the process legal wise?

Foreigners can own property there no issues (I’m not French either). Once a price is agreed, both parties go to a notaire (notary) which can also be done remotely.

Biggest consideration is visas- EU citizens would have no problem. Others depending on nationality might be restricted to tourist visa, or would have to find a way to get a residence or work visa.

That makes sense, I'm American in the United States.

Yeah me too- I lived there for a long time with no visa, but things are much stricter these days.
