Yes, it doesn't really make sense otherwise. It's one giant banana laundering scheme. Any ideas for a new law you oculd lobby congress to pass to fix this problem and eliminate money laundering for good?
Only terrifically draconian and totalitarian ones that would only pass in a dystopia ;)
