Sure, let me rephrase: Culture is mostly responsible for education outcomes, not money. Nothing happens without money, but activist teachers, feral students, ghetto schools, all of these things are mostly attributed to culture and values (or lack thereof).
It's easier to blame money though.
Speaking of money, in EE you would live like royal families. Here the minimal hourly pay is β$8. This mean that the prices for everything are much lower (except the gas)
