Its not illegal, its just that exchanging fiat/bitcoin requires a licence and those ATM's likely didn't have one.

🇫🇷 government is anti-bitcoin without saying it. For businesses it has to be regulated and licensed, if they make money with btc they have to give 30% of the capital gain in Euro to taxes.
