BTC is regulatory captured by established financial systems, the on/off ramps are gatekept and sovereign usage is practically impossible for normies, private BTC usage is slowly eroded and nobody cares.
therefore BTC just becomes just another asset managed and fractionally reserved on higher layers while sovereign usage is de facto criminalized.
