Why not keep it open all the time? Sounds like artificial flow control to me. What a China thing to do.
If I remember correctly, this is done in San Diego on the Coronado bridge also. I assume as a way to control rush hour traffic which tends to be heavier in one direction depending on whether people are going to work in the morning or going home in the evening.
In the Netherlands, traffic lights are used for this feature.

I don't see the point. Isn't this lane to allow for emergency services to have a lane when needed?
Chicago has this and uses gates to control the flow. The extra lane can help either direction.
