I stopped reading at page 18, as he states :

"All that can be said is, that plunder

is more visible by its partiality in protectionism,3 and by

its universality in communism; whence it follows that, of

the three systems, socialism is still the most vague, the

most undefined, and consequently the most sincere.... With this understanding, let us examine the value, the

origin, and the tendency of this popular aspiration, which

pretends to realize the general good by general plunder."

as i have not that understanding I will not go on reading, makes no sense

I agree with plunder, but that's what the government does, and if a government doesn't do something social, it's just a super plunderer, taking from the poor and giving to the rich

Yes: but Communism is just the government but without competition; there are no private institutions or free markets. If you look through history every other time collectivism of this kind has been "tried" all it did was enslave the masses and enrich the Communist Party officials (and their friends and family).

Bastiat may have stated something which is true, volontary fraternity is what is to be pursued, this for sure. And capitalism has nothing to do with fraternity --- Is Bastiat a capitalist? it feels more like a capitalist who doesn't want the state between the balls so they can become richer and richer

I don't think true fraternity (which is voluntary) can be had under a regime that forces redistribution. Taxation isn't charity, right? So the only way to achieve voluntary fraternity is for people to choose *which group* they wish to fraternize with.
