That's a house in fedville. Those houses are stupid expensive, and the pay for the feds who live in them is extremely good. That explosion probably cost $200k, minimum.

That ain't an acceptable cost for privacy for one dude. Even if it was CP, there's cheaper ways of doing that. A buncha dudes wanted whatever that was to not be discovered, and they collectively have enough scratch that $200k or so is an acceptable cost for hiding it.
