Since you've been dabbling with UI tools, one technique you can employ is to build the interface for the tool you want.

Since there won't be functioning code behind it, it will be just for mock-up purposes. However, it starts the process, and makes it easier for others to imagine/see your goal.

If others take enough interest, they might start putting code behind your UI, getting you closer to the first releasable version.
