Yeah, it's a bit ambiguous. This specific case I'd see as allowed since the CoC acknowledges that advocacy "is important" and specifically says under "Non-Goals" that "If you would like to exercise your full free speech rights, you can do so somewhere else".
I'd say that parts under "Non-Goals" wouldn't be violations on other servers since they're clarifying things that *should* be done on other servers instead of Fosstodon.
