I do not want this right to be given to people who may be cowards or perverts.

If I want to follow someone, I will.

If he is uncomfortable with my following or not, he has the right to block and mute.

There are a lot more reasons for private follows then you have covered here. E.g. I may want to private follow all the people I know in meatspace to avoid linking all of them to me, thus doxing all of us.

Same goes with follows of separate interests groups, e.g. someone who publically follows bitcoiners, snowboarders, and people associated to Boston, could make it easier for anyone to track down them down.
