Right, but you can only enforce your plan if you can enforce the borders of your country which isn’t the case anymore for Europeans countries. It’s very difficult to forcibly (even legally) send back people from where they came hence the proposed incentive. You can’t have an immigration policy without borders.

Yeah I'm all for securing your own borders, and in my case even a Nexit (The Netherlands leaving the EU)
Whiles I liked the old EU where every country was still in power of their own land, and multiple countries tried to work together with free travel of work and tourism. It now has morphed in to a Mobster kind of beast where unelected criminals decide for the people.
Free travel for is Schengen. Free residency permits is EU.
