Jackson and Bozeman have become uber wealthy retreats but the peripheral small mining towns with intact local downtown cores have the spirit of America alive and well.
Ultimately, its a desert.. some folks love it
Then there is Patagonia. Similar to what you are looking for. Ticks are not a problem. Tons of fresh water. Ocean access . Easy winter (compared to the northern usa). That said, Idaho is incredible. Especially around the North Fork Payette and Salmon areas.
Only problem is it being above the 38th parallel. Short amount of time during the year where you can get meaningful UV from the sun.

Winds can be quite destructive there, from what I understand. Constant home siding and roofing repairs... also, droughts can be tough.
Not enough sun.
Only tough people can live and flourish in Wyoming's hardcore, wild beauty. ⛰️
