How many milliseconds is your scroll event handling code taking? More than 16ms?

It depends... Usually way faster.. but once in a while it goes up to 50ms.
Yeah, so printf the timing of individual steps that happen in that event handler to see if the issue is on your thread or something else running in parallel. 50ms is 2 dropped frames, so that's a clear stutter.
