So I sent an on-chain payment with Phoenix of 4MM sats. Miner fees are shown as ~17k sats. On the receiving end I got 3MM sats. The transaction shows the remanining 983k sats going to a script address (starting with 3) and staying there. Can anyone explain what's going on?

Phoenix is a lightning wallet. You paid a sub swap fee and due to the size, it was very expensive. That's my guess.

It should have been a splice out, which ostensibly only costs mining fees. Its possible it did some channel splicing under the hood. UI should definitely explain better what's going on.
