Privatize everything is not the solution imo. Some kind if central decision is required, otherwise its mayhem.
The entrepreneur is the central decision maker of his business.
Humans are quite good at self-organising.
The fear of chaos is put upon the population by those who seek control, and by those who repeat the message of those who seek control.
Regarding roads and mayhem. Are you saying that without a central planner they will build roads where roads are not needed? Or do they build bad roads? Or no roads?
i could see a scenario where the roads in a poor neighborhood wouldn't be able to afford a new road. But isn't this kinda already Happening? And on the other side..does it make sense to have perfect roads, no matter the cost and budget?

Roads inside a small to medium village or city could eventually be decided by the community, neverthless there will always be a group of representatives. For larger areas and between large cities and or countries its mandatory to have public service.
