In my experience it's a combination of coping with "I don't care about privacy", discomfort with change, admitting they've been completely lacking privacy wise and embarassment from not knowing how to improve the situation.
You can lead them to water but getting them to drink is immensely difficult and I'd love to hear anybody's suggestions as to how.
