They choose Costa Rica, a spanish spoken language. Nodoy knows how to speak Spanish. They will force waitress and workers to speak in English. This kind of chauvinism I doesn't like. If you travel Costa Rica, please speak Spanish.,

I understand what you're saying, but you can't just ask someone to "please speak " they don't speak. It takes years to learn, or at least months to learn enough for simple conversations. Would you prevent them from traveling to your country? It's not really an option... maybe better method is to offer some tips or resources for "traveler Spanish" so they can learn a few words before going.
I am an american who took 12 years of Spanish in school. Like most americans, I guess, I still never really grasped the language. I visited Costa Rica a few years back ( a small town on the pacific coast) and tried to only speak Spanish. It's fun, and the people were understanding and helpful, but I can barely get out of the present tense! We will probably visit again next year.
