TikTok is primarily for short form video, but conceptually sounds similar to what you described. The premise of TikTok is reusing sounds, videos, filters, etc that other people created to then make your own iterations. Then other people can use your creation to do the same if they want. They are typically silly/humorous videos, like memes. But the concept of creating on TikTok is collaborative and building on what others have created to make something new.
