I live somewhere similar, and can say I've met both.
Like any group, you'll have the passive ones (technically religious but not practicing), the ones that practice but still hold some contradictory views to the religion, and the fundamentalists.

I live in an environment where Muslimism is practiced by several nationalities. I have absolutely no problems with the Tatars. But with Dagestanis it will be a different story.
I reject religious fundamentalism of all kinds. The universe is too big for any one faith to claim to hold all the answers. Believe what works for you and let others live in peace.
