I think in a broader context you are still right though, google throttling anonymous accounts is inhibiting aurora store, and now using a VPN breaks it entirely. We need a trustable place for mirroring apks that can integrate with fdroid or obtanium, I think, as well as a volunteer army of people willing to keep it close to the google play store.

I hope great devs (like all the Nostr ones I've seen) can make PWAs even better than they are currently.

Android does not mean necessarily google. Look into iodeOS, GrapheneOSand the /e/ foundation.
