They can print money, so why print it twice, right? Just issue the ecash as money and that's it.

We Bitcoiners have to learn that none of these are the same things:

Non-custoal

Decentralized

Permissionless

Censorship resistant

They could distinguish by ip address or any other metadata

You can get a new IP address or just give it to someone else off band.
