Instead of making sure the citizens of your country are safe, employed & housed, it makes way more sense to make your enemies people homeless, destitute or dead. It's just good economics.

I was thinking more like offering tax deductions for charitable donation, then strictly regulating the organizations, as to increase their employment costs to tax the wages. But your idea sounds simpler. 😂
