You can't just give people money. You have to teach them to take care of themselves, and that can only be done if they actually have the desire to do so.
Otherwise you end up with something like this, where 30 cows were recently donated to farmers in Limpopo, South Africa, and they ended up being butchered and consumed in a few days instead of being used for a farming and dairy project like originally intended.
