I dont have too much faith in Utah. The governor is probably the most moderate and afraid-to-govern governor in the country. He has often vetoed republican bills that had strong majorities just to signal that he's nice. Unless the lawmakers pass it by a large margin, I'm willing to bet he'll veto it
