Who delivers the internet payed for? And how does anyone recieve data, that the transfer has happened if it's offline? Is the internet access opened up through a mobile network?

Think mcdonals or hotel wifi, but with a paywall. Only 1 side is 'offline', the other side has internet (obviously because that is what it is selling) so it can check the cashu tokens with the mint
If you have internet, you can sell it to others and you deliver access to your internet connection to your customers.
If you don't have internet, you can't sell access to the internet.
Your an Internet Services Provider, since they have the exact same business model as you do...
