Ya the e-cash wallet can be topped up via lightning. The merchant that processes the requests essentially does the same thing as PPQ, but this merchant takes e-cash notes rather than requiring that the customer has an API key (ie. account/identity).

Ya it only protects you from your KYC ISP. The end user of the internet connection should also use a VPN to protect himself from the network.
The non KYC hops in-between don't really need to care much because they are buying non KYC and the traffic that they forward isn't theirs..
If you have internet, you can sell it to others and you deliver access to your internet connection to your customers.
If you don't have internet, you can't sell access to the internet.
Your an Internet Services Provider, since they have the exact same business model as you do...

If your running a TollGate to sell non-KYC internet access to your KYC Telco's Internet gateway, you should probably us a VPN to protect yourself from your customer's traffic.
If your buying non-KYC internet from a TollGate and reselling it non-KYC, you don't need a VPN because your gateway has no clue who you are.

Node operators have always been running at a loss. Perhaps it's time to stop calling our nodes "full nodes" unless if they are producing hash rate.
I will run an implementation that gives me control over which transactions I relay and I will point hash rate at my own block templates, even if I'm doing so at a loss.
As a node operator, I rather pay the price of mining at a loss to express my views on censorship than pay the price of wasted disk space and bandwidth.
