yes.
best currently-viable solution to that is to just stand up a new/alternative DNS/SSL root, consider it to be a small parallel universe inhabited by those who explicitly wish to use it. Let that network grow and accrue value on the basis of being _not_ the currently antagonistic/controlled/censored system.
I think there are already potential solutions out there with pkdns/pubky, reticulum network, etc
