Yes. But the connotations to the word among the general public is more of a cute and secretive mammal living underground. The people who named the service probably had this more in mind than “infiltrator and spy”.
Great point. If they were intending on being ‘moles’ to the authorities I’m sure they’d have picked a more covert name :)
