I’d say “net payer” and I wouldn’t just count “pay taxes”. Depending on jurisdiction, you have people that RECEIVE more from things like tax returns and school credits than they pay in. Only the people with a NET payment should vote. Not specifying that would allow a lot of “tax payers” to pay $20, receive $80 and then vote for another $20 more.
