Over the past few years I've changed my broader mindset of "someones probably watching them" to nah, they probably aren't I should probably keep an eye out on them.

The modern assumption that: someone else will do it, creates this way of thinking imo. Then it just circles back to personal responsibility. If the culture has lost the feeling of responsibility for protecting their community because "the police will do that" and so on.

Personal responsibility = non compliance. The most important thing average people can do is not comply.
