I'm just confused on how it can be decentralized when one entity mints, and then from my understanding, everybody relies on them. And what are use cases for this? Just curious

It's fiat money. A cashu mint can just mint cashu tokens willy nilly and the scammed suspect won't be the wiser until they try to redeem it.
