blocksize decrease would be cool, we gave too much ground in segwit anyways. Would also make storing data more expensive.

Who is more likely to push for a block size decrease: core or Luke?

I agree with luke on this, at the same time i would prefer it go through standard channels vs a rogue fork

Its not up to me or luke to force through consensus changes, but thats something he would be able to do on his fork with no peer review

If for some reason he slapped together a shitty consensus change, nobody would run it. On the other hand, if more people figure out that he's right about mempools then more people will be clued in to the block size decrease idea.

I don’t see how he can be “right” about a mempool that doesn’t align with economic reality.
