Agree, except if anyone is to control learning it should be the child. If you want them to also escape the parents agenda of obedience and conformity.
What about all the children who have parents who are unable to care, due to for example mental health, addiction or poverty?
Charities, mutual aid societies, etc. These will have better outcomes than state solutions as there is the personal element.
Sweden has this system with school vouchers.
