Defaults should remain as they are. If users want to permit the relay of additional spam, let them deviate from the default.

Most users won't change the defaults and Core devs know this, hence, if they leave the config options in place but blow out the defaults, they'll still get their own way, which is to open the network up to additional spam and non monetary use cases.
