I know in MX you can buy SIM cards with Cash.

I have thought about it. You don't need to set up eNodeB's which wouldn't scale, only set up as a MVNO and use PGPP tech to obfuscate your IMSI. But PGPP is sadly not open source, hopefully it will get implemented in one of the 5g open source projects given the white paper has enough detail to do it, I think.
I don't know what resources silent.link has but I think this sort of project would be up their alley.

Consider PGPP (pretty good phone privacy) from INVISV. It mitigates the most egregious dragnet IMSI and triangulation surveillance all cell phone users are subject to, including data-only users. And with a Jabber provider it's still possible to get a no-KYC voip phone number paid for with bitcoin.
Would you get a VoIP number or no numbers at all? Many communication services require a phone number though…
I have 5 different phone number, 2 UK mobile, 1 NL mobile, 1 RU mobile and 1 US virtual. The NL and RU hold no info about me.
Let me know how this goes. I’d love to do it but my balls aren’t big enough.
