Definitely cut the scapes off! I did a little experiment with my garlic this year and left about half of the scapes on. They are significantly smaller… now I know 100%

Yeah it makes a difference for sure.
For the most tender scapes, pull them instead of cutting. The best part of the scapes are inside the stalk

Great idea. How long were they in the ground. We tried garlic for the first time this year. They didn't do too well.
Onions did ok. 
In zone 5a in Iowa I plant the garlic between Halloween and Thanksgiving so about 6 months…
