I had one such a case with Bitfinex Pay and they did refund sat per sat despite the Bitcoin pump between payment and refund.

If They offer full refund before the conference, they should not spend the bitcoin so they can refund it minus the network fees. It is the fair thing to do.

Bitcoin doesn’t fix everything. A crook and a thief will always be a crook and a thief even if living on a Bitcoin standard
