Does that mean you don't think tens of thousands of citadels around the world would be a good idea? Still sounds pretty cool to me.

Personally I think I'd just focus on one citadel and see how things progress from there.

Sure, people should do them but expecting them all to branch off from their countries and become sovereign is a bit too much. Private cities and gated communities already exist and can be improved upon.
