By following the incentives provided by the protocols we choose to use.
Start with the end user in mind. Get end user feedback early in the process.
Apart from tech for the war effort and digital panopticall tech, everything else is built to make our livings standards better.
What does that mean? 😕
Keep the government from “regulating” it.
Slow is better than unhealthy.
what an interesting layered question…
have to ponder that one…
Design durable products to minimize consumerism. Bad example, in my city, we have a glass skyscraper which is being demolished after 25 years, while there buildings that last hundreds or thousands of years.
Additionally, all technology should be in harmony with the environment and avoid disrupting living ecosystems.
For example, don't allow technology that is going to polute our waters or cut forests.
In Vernor Vinge's novel "A Deepness in the Sky" the space trading Queng Ho culture is obsessed with bio. They keep bonsais on spaceships and build parks in temps (space stations). "The park is the temp's soul".
Their integration of tech and nature, their appreciation for biotech as the highest form of advance technology, their obsession with building close-cycle, self sustaining ecosystems and their appreciation of the beauty of nature is one of the best attempts I have seen to imagine that...
Proof of Work.
Make the addictive videogame physically demanding. Make the AR game force you outdoors (Pokemon GO). Make it P2P so you have to interact with other people.
The first thing that comes in my mind is to value human craft over cheap computerized work. Just like one should appreciate Proof of Work over centralized emission of fiat money, the concept is the same.
So I guess that technology should be built around the human and not in place of.
When I think about my hobby, instead of letting the CNC do the work, I'd build better engineered tools, easier grips, faster and more durable sharpening and so on.
Shroom everything.
De-regulation
I'm guessing you can't, but what you can do is to create a market for biologically friendly technologies for those who need it.
So I guess the shorter answer then is...
By paying for it?
Make sure it doesn't distract you from your goals by appealing to your emotions and gives you all the means to use it instrumentally for specific ends rather than just being an extension of some external parasite.
I believe "biophillic design" is a good starting point for that train of thought.

Integrating a "Pull"-philosophy for production wherever possible.
So society can learn to project and define the demandforces again.

Build something that doesn’t require one’s attention to a screen
Don’t invent it 🤩
Don’t design and build it to be maximally addictive.
Technological has always been biologically friendly, it’s who controls the technology into bio-power.
Through rebuilding the whole of the internet on top of FOSS algos, demarcated by asymmetric cryptography.
In other words, people need to own, know, and encrypted the full stack, of which most has not been developed yet.
It needs to be more about real life and people need closure on the topics with which they engage.
Don't use it. Live basic.
