TL;DR
it connects to public relays and aggregates events from there and filters it to your contacts and some other stuff. Much cleaner than connecting to those public relays directly, no spam from non-contacts.
Broadcast true let’s yet send out to those relays.
From what Ik it broadcast your events to both paid and unpaid relays they have on file

So should I remove those relays now?
I mean you can do that. You are already broadcasting you are events to these relays with a wine filter.
By the way if you need any help in setting the wine filter let me know you have to use your public key
