Why would anyone want an institution based on the plundering of its own population to have any Bitcoin is beyond me, specially when the Bitcoin they have was stolen.

Because if you convince your enemy to use the tool you built to destroy them then you kinda win by default while convincing them they are winning too.

I have a hard time seeing any meaningful way that it would. We are trying to fight all of the most powerful govts in the world at the same time, I don't think there is a risk free way to do that.
