If not enough people are able to prove they arenāt paying taxes, it discourages people from participating because the risk of incarceration goes up.

All I know is all summer long i place fruits and vegetables and mushrooms out for my neighbors and I receive salmon and venison and sometimes elk and bear. We barely have ever talked to each other.

They'll only arrest people with assets. If they have to spend thousands of dollars prosecuting and jailing you, they want their costs covered by your property forfeiture.
For example, the DEA of the 1990's wouldn't bother busting cannabis operations with less than 300 plants. The cost doesn't justify the return.
This means if you rent, and don't have some large, non-secret, holdings, you won't be on their radar.

You want to organise publically, but anonymous and without being censored
You want decide some parts in private
You need to be somehow independent from fiat to not suffer the consequences.
Last but not least. For now a more effective way as a first step would be to cancel all our bank accounts. It's not something illegal, but it will challenge tax collectors who rely on centralised third parties.
If you start something like this you want to act very strategic.
