you can add something like that to any relay. For example, you could write your own plugin for strfry.
Looking into Nostream, it looks like you can do it easily there.

This part is easy everywhere — it’s a very simple task. The real challenge usually comes with implementing AUTH. Not all relays support it yet.
Yeah, I just thought maybe some implementation has it ready out of the box.
