Not possible. This would crash the stock markets and put the US into a depression the likes of which are hard to imagine. Unemployment at 90%, complete lawlessness. It just can't happen.
They could try to do this to bitcoin exclusively though. I've been waiting for this to happen for years.
She proposed it for those with more than $100m in wealth which might not sound quite as bad to those who are under the threshold but it is a slippery slope and the gov couldn’t be trusted not to lower the bar in the future. Bigger picture is it would drive wealth out of the US to other lower tax jurisdictions and kill the US economy.
