It is not enforcing multiracionalism. The USA is a multiracial society. And DEI is a tool to give more equality between people with different ethnic roots.
And how we as a society organize ourselves is an active decision. It is not enforced by anyone else but the sum of the individual desires how society works.
If you violate DEI, you are punished by centralized authorities. Therefore it it is enforcing multiracialism. The people are given no choice.

I think this is true for a place where no forced exclusion is taking place. But for example woman have been forcefully excluded for a long time from politics and work.

And both can see the qualities the other gender brings to the game.
