On my global feed I see an endless stream of 'hello world' notes frim afaict an endless stream of newly created accounts.
It's almost as if we need a privacy preserving form of Sybil resistance in the form of proving your account is backed by a small utxo without revealing it .... or something :)
Are you finding the endless spam posts on pay to write relays?
Good question independent of the facts :) pay to *write* certainly solves it (i didn't know that exists; I only have pay to use), but it does imply a lot more cost and potential privacy loss.

I am not aware of a pay per message published relay.

Right. Pay for acct is certainly a decent balance, I like it. This form of spam might at some point force the ignoring of free accts.
Yes, some relays have a per message cost. See nip-11 for wss://nostr.koning-degraaf.nl for example
