Not false. The BIP doesn't mention atomic swaps. You are assuming a swap is implemented and you have an active swap taker.

I can see why you might that but I assure you that this is not a real concern. Atomic swaps have hundreds of open source implementations just look at the dozens of submarine swap implementations already on github.
